The Editors should process the submitted manuscripts promptly.  The evaluation of the manuscripts is made based only on their intellectual content and without regard to race, gender, religion, nationality, political philosophy and sexual orientation.

The Editors are responsible for preventing any actual or potential conflict of interest between Editorial and Review personnel and the submitted work. For any violation of these rules, any involved party should report directly to the Editors who are committed to provide resolutions to any of this type of problems.

All submitted manuscripts are treated as confidential documents. No information should be disclosed by the Editors and the Editorial personnel to any person except to the personnel related to the review process.

The Editors of the Journal are responsible for deciding which of the articles submitted to the Journal should be published. The validation of the work examined and its significance to the scientific community should always drive these decisions. The Editors may be guided by the policies of the Journal’s Editorial Board and constrained by such legal requirements as shall then be in force regarding plagiarism, copyright infringement and libel. The Editors may confer with other Editors or Reviewers in making the decision on acceptance.

The Editors are assisted for deciding upon the acceptance of the papers for publication in the Journal by peer-reviews and through the editorial communications with the author for possible improvement of the submitted material.

All manuscripts submitted for publication to the Journal, as original papers, are considered as representing the authors contributions and have not been copied or plagiarized in whole or in part from other works. The manuscripts should be written according to the journal guidelines.

The authors should ensure that they have not used work or phrases of others and in case they did so, they have cited or quoted the corresponding material.

The authors should cite, in their manuscript, references to public sources of information to permit the author's peers to repeat the work. Also, the manuscripts should cite those publications that have been influential in determining the nature of the reported work and that will guide the reader quickly to the earlier work that is essential for understanding the present investigation. No information obtained privately, such as personal communication, correspondence and/or discussion, should be cited in the manuscript without the written explicit permission from the source from which this information was obtained.

The authors may criticize other published work on scientific ground, though, personal criticism is totally inappropriate.

Authors of a manuscript are persons who have significantly contributed to the research and paper preparation. The corresponding author has the responsibility to include all author names in the paper and get their agreement for the submission and publication of the manuscript. No additions of other author names are allowed during the reviewing process.

It is the obligation of the author who discovered a significant error or inaccuracy in his published paper to notify the Editors promptly and cooperate with them for including the appropriate correction in the Journal.

The Journal is also committed to objective peer-review of the submitted articles without disclosing the names of the reviewers to the authors.

A chosen reviewer who feels inadequately qualified or who has not enough time to review the manuscript should promptly inform the Editor.

Reviewers should express their views clearly and objectively. All their comments should be documented. Personal criticisms of the authors are inappropriate.

Reviewers should identify already published material which although important for the article is not cited by the author. Reviewers should also report to the Editors of any significant similarity or overlap between the submitted manuscript and any other published paper.

A reviewer should not evaluate a manuscript of a person with whom the reviewer has personal and professional relationship of any kind, if this relationship would bias the judgment of the manuscript.

The reviewer should not use or present any unpublished information included in a manuscript under review, except with the consent of the author(s).
